
Charter of the Climate Change and Health Research Center Dezful University of Medical Sciences
The Climate Change and Health Research Center of Dezful University of Medical Sciences is established to help address the country's scientific, research, and technological needs in the field of climate change and health. In this charter, for brevity, Dezful University of Medical Sciences and the Climate Change and Health Research Center are referred to as the "Center." The "Center" is established based on this charter, the resolution of the University Council, and the approval of the Council for the Development of Medical Sciences Universities of the country.
Article 1 - Legal Status
- The "Center" is a research and educational unit that operates within the university's organizational chart and under the direct supervision of the Chancellor of "Dezful University of Medical Sciences."
Article 2 - Mission and Objectives
The Climate Change and Health Research Center of the University is mandated to enhance societal health resilience against the risks arising from climate change by coordinating educational and research activities and advancing the frontiers of knowledge in the field of climate change. Furthermore, the Center supports evidence-based policymaking at the local, provincial, and national levels.
- Providing expert consultation and planning for the training of specialized human resources in the country.
- Developing the necessary infrastructure for the expert assessment of related issues within the country.
- Producing and localizing technical knowledge and advancing interdisciplinary technology regarding climate change and health.
- Participating in the formulation of national, regional, and international standards related to climate change and health.
- Establishing reference and collaborating laboratories.
- Cooperating and participating in the national network of climate change and health specialists.
- Proposing national macro-projects in the field of climate change and health.
- Interacting with domestic and international educational and research centers and exchanging faculty and students.
- Providing consultation to researchers for the establishment of knowledge-based companies.
- Publishing scientific and specialized findings and knowledge translation.
- Conducting research-based PhD and postdoctoral training courses in the field of climate change and health.
- Cooperating with relevant ministries in planning related to climate change and health.
- Organizing specialized meetings and dialogues in the field of climate change and health.
- Utilizing the laboratories, facilities, and equipment of both universities to facilitate the implementation of research projects.

Article 3 - Organs
- The organs of the Center are as follows:
- Policy Council
- Head of the Center
- Research Council
- Specialized Research Groups
Article 4 - Policy Council
- The members of the Policy Council consist of the founding members of the Center and six experts related to the subject of climate change, selected and approved by the University Chancellor.
Article 5 - Duties and Authorities of the Policy Council
- Proposing the Head of the Center.
- Determining general policies and strategies, and approving programs and budgets for submission to the university.
- Formulating and approving the administrative and organizational structure.
- Supervising the process of current and future activities.
- Making decisions regarding dissolution.
Article 6 - Head of the Center
- The Head of the Center is appointed by the University Chancellor for a four-year term, based on the proposal of the Policy Council, from among the university faculty members with a minimum academic rank of Assistant Professor.
Article 7 - Duties of the Head of the Center
- Managing the executive affairs of the Center based on the charter and resolutions of the Policy Council, within the framework of regulations.
- Preparing and formulating policies, proposing programs and budgets, bylaws, and directives of the Center for approval by the Policy Council.
- Establishing communication with scientific and research centers to provide services and implement educational, research, and technology projects.
- Concluding contracts and signing financial documents in compliance with financial and procurement regulations.
- Appointing deputies and heads of research groups.
Article 8 - Research Council
The members of the Research Council of the Center are:
- Head of the Center
- Deputy Head for Research of the Center
- Head of the Climate Change and Health Research Group
- Four faculty members of the university selected by the university's research deputies
- Two cross-sectoral members related to the field of climate change
Article 9 - Duties and Authorities of the Research Council
- Formulating, proposing, and coordinating programs, bylaws, and educational and research projects.
- Supervising the proper implementation of the charter and proposing necessary changes to enhance the qualitative and quantitative level of activities to the Policy Council.
- Preparing and proposing the program and budget and presenting it to the Policy Council.
- Approving and confirming the attraction of assistance from domestic and foreign organizations, agencies, and governmental and non-governmental companies to strengthen financial capacity within the framework of regulations.
- Preparing and compiling the annual performance report and balance sheet and presenting them to the Policy Council.
- Reviewing and approving research projects and received proposals in the field of publishing books and specialized guides.
Article 10 - Financial, Administrative, and Employment Regulations
- The Center is subject to the university's regulations in administrative, financial, and employment matters.
- The Center can enter into memoranda of understanding, educational and research contracts, and implement them in coordination with relevant units and by utilizing their facilities.
- The educational and research activities of the Center are carried out using the university's equipment and facilities.
- The Center can utilize the cooperation of faculty and non-faculty members of the university to achieve its objectives.
Article 11 - Financial Resources
- The Center's budget will be provided from government aid, public contributions, income from research and educational activities, or concluded contracts.
Article 12 - Dissolution
- In the event of the Center's dissolution, with the opinion of the Policy Council and the approval of the university, the Center's properties and assets, after settling debts, will be transferred to the university.
Article 13 - This charter, consisting of 13 articles, was approved by the Council for the Development of Medical Sciences Universities of the country on ...................... and is enforceable after approval.
